Online casino declines to pay. The functions of the Malta Lottery and Gaming Authority (LGA) were recently brought into question by an online report which alleged that a German gambler has been waiting for over two years to receive EUR167, 500 in winnings after taking part in an online progressive jackpot win in 2008.</p>
<p>Although the LGA controls all activities related to gambling in Malta, and rakes in millions of euros every year from licensing and regulating the 392 online casino, poker and gambling sites governed by Maltese jurisdiction, the German gambler claimed that he has waited for more than two years for the LGA to take a decision about his winnings from Casino Club, which is a subsidiary of GVC holdings, a leading online gaming company.</p>
<p>When contacted, a spokesperson for the LGA told The Malta Business Weekly that “without going into the specific merits of the case in question, the authority has not yet concluded its investigations and neither has it decided in favour of the licensee as is being alleged”.</p>
<p>The report alleges that the LGA told the German player that Casino Club is not duty bound to pay his full winnings because of a law in the Maltese legislation which is unclear in forcing licence holders to pay gambling debts, rendering the LGA powerless to intervene in such issues because of this, and other laws, in Malta.</p>
<p>The German player claims that he had been gambling at Casino Club since 2003, up until his big win. Lawyers from Germany advised the player that he would have to contest the issue in the Maltese courts – a process which they told him is likely to take a lot of time and money. This action would compel the casino, the lawyers told him, to prove its allegations of “illegal” conduct by the player and show why the casino decided that the player was not welcome to gamble large amounts of cash.</p>
<p>In the meantime, a Casino Club spokesperson said they were justified in taking such action and that the LGA had been supplied with all the details about this particular, and the LGA later found the casino in favour of its actions.</p>
<p>However, rebutting these claims, the LGA spokesperson replied: “the LGA’s interpretation is that the Civil Code articles regarding online gambling are applicable to gaming debts arising out of unauthorised/unlicensed games, which in any case are considered as illegal and tantamount to a criminal offence.</p>
<p>“Furthermore, remote gaming regulations do not stipulate any limits with respect to player winnings, and if the licensee chooses to cap or place limits on the maximum prices that can be won by players, as already reiterated, these conditions would have to be stated in the rules of the game and in the terms and conditions.</p>

<p>The current session of the House ends on Oct. 8, before the congressional mid-term elections in November. First, Rep. Jim McDermott’s H.R. 2268, the Internet Gambling Regulation and Tax Enforcement Act, is not likely to be marked up by the House of Representatives’ Ways and Means this fall, a spokesman for the congressman told PokerNews.com today. A “markup” is where a Congressional committee considers and makes changes to a bill before it is voted on by the committee and eventually sent on to the full House of Representatives, should it pass that committee vote.</p>
<p>This development comes on the heels of last week’s news, when Rep. Barney Frank, the driving force in Congress behind H.R. 2267, the Internet Gambling Regulation, Consumer Protection, and Enforcement Act, says that the bill likely will not become law during the current session of Congress. Although the bill has already cleared his committee, the House Financial Services Committee, Frank told The Hill, a publication that follows Congress, that the bill probably will not see any action before Congressional elections in November. H.R. 2268 is a companion to H.R. 2267, as it would set up a tax framework should internet gambling and poker become regulated.</p>
<p>It is still possible that the bills could make progress in Congress after the November elections in a “lame-duck” session of Congress, the final session of Congress held before the newly elected members take their posts.</p>
<p>Also on Tuesday, eGamingReview reported that Senate majority leader Harry Reid (D-Nevada) currently opposes H.R. 2268. Here’s an excerpt from that story:</p>
<p>According to a statement released by Reid’s office to BolaVerde Media Group: “Senator Reid has long had concerns about Internet gaming. He does not support any of the existing bills and he would oppose any proposal that would put jobs in Nevada at risk.”</p>
<p>Reid is up for re-election in November; if the Democrats retain control of the Senate and Congress, Reid’s support for any legislation will be necessary. Some contemplate that Reid might support a bill that legalizes and regulates online poker, only, and excludes other types of online gaming.</p>

<p>Gambling revenue in Macau, the world’s biggest casino hub, rose 40 percent to 15.8 billion patacas ($2 billion) in August after SJM Holdings Ltd. and its rivals added tables for high-stakes gamblers.</p>
<p>Revenue for the six operators in the only Chinese city where casinos are legal surged 63 percent from a year earlier to 117.9 billion patacas in the eight months through August, according to Macau’s Gaming Inspection and Coordination Bureau.</p>
<p>The revenue growth in August is the slowest this year and in line with a forecast made by CLSA Ltd. earlier this month. Wynn Macau Ltd., Galaxy Entertainment Group Ltd. and other casino operators have increased revenue from so-called VIP gamblers after boosting the number of baccarat tables with minimum bets of 10,000 patacas or higher.</p>
<p>“A slight moderation in the growth momentum of Macau’s gross casino revenue would probably be a healthy thing at this point,” independent industry consultant Jonathan Galaviz said late yesterday. “A significant real-estate market downturn is likely in China, and its ultimate effect on Macau would be pronounced.”</p>
<p>SJM, which has the greatest market share of the former Portuguese colony’s casino operators, said revenue from VIP gamblers more than doubled in the first half. Wynn Macau, the Hong Kong-listed unit of Wynn Resorts Inc., said revenue from high rollers rose 80 percent in the same period.</p>
<p><strong>‘Robust’ Revenue Trend</strong></p>
<p>SJM fell 0.1 percent to HK$7.42 at 12:50 p.m. in Hong Kong trading and has gained 73 percent this year. Wynn Macau has climbed 41 percent this year, compared with a 4.5 percent decline for the benchmark Hang Seng Index.</p>
<p>“Macau gaming revenues will continue to be strong throughout 2010 from a year-on-year growth perspective, despite a modest cooling of the Chinese economy,” David Katz, an analyst at Jefferies &amp; Co. in New York, said in a note to investors yesterday. “Revenue trends in Macau should remain robust but coming up against challenging comparisons in the near term.”</p>
<p>Las Vegas Sands Corp. Chairman Sheldon Adelson in June predicted Macau casino sales will grow more than 30 percent in the second half. Gambling revenue for the city’s casino operators surged 67 percent in the six months through June.</p>
<p><strong>Tourism Surges</strong></p>
<p>Macau surpassed the Las Vegas Strip as the world’s biggest gambling hub in 2006, after the government ended Stanley Ho’s four-decade gambling monopoly and allowed foreign operators including Las Vegas Sands Corp., Wynn Resorts Inc. and MGM Resorts International. The three Las Vegas-based casino companies compete in Macau with Ho’s SJM, Melco Crown Entertainment Ltd. and Galaxy Entertainment Group Ltd., all based in Hong Kong.</p>
<p>Tourist arrivals in Macau increased 18 percent in the first half, with visitor numbers from China surging 27 percent, according to government data.</p>
<p>Galaxy, part-owned by Permira Advisers LLP, plans to invest an additional HK$800 million ($103 million) to accelerate construction of a Macau casino resort to tap the gambling boom, Chairman Lui Che Woo said in Hong Kong Aug. 31.</p>
<p>The company also said Aug. 31 that first-half earnings before interest, taxes, depreciation and amortization rose 91 percent to HK$990 million. SJM’s first-half net income rose more than fourfold to HK$1.57 billion, the company said Aug. 30.</p>

<p>This follows an announcement by the board last week that those involved in promoting, transacting or operating an online platform would feel the full weight of the law.</p>
<p>Regulators are apparently zeroing in on many operators based outside South Africa which are targeting local punters. These include casino and lottery operators in Swaziland and Europe, whose clients move money into offshore accounts without complying with foreign exchange regulations.</p>
<p>Brent Graham, who operates the Good For The Game online sports betting news portal, told Fin24 there had been a great deal of uncertainty in the market following the announcement last week. This included the sports betting industry.</p>
<p>&#8220;As I understand it, this won&#8217;t affect bookmakers with local licences taking online sports bets,&#8221; he said.</p>
<p>Graham pointed out that bookmakers offering online sports betting had to comply with strict regulations from their local gambling boards, including what software they use. This was conditional to licences being issued. Licences are still being granted.</p>
<p>The National Gambling Board stated: &#8220;South African gamblers shall be held liable for their gambling activities in cyberspace even if the web server is located offshore.<br />

<p>&#8220;Banking institutions&#8217; credit and debit cards should not be used for the payment of any gambling transactions that are illegal, and the banks reserve the right to decline processing or paying any card transactions which are suspected to be illegal gambling transactions (to the exclusion of sports betting/online bookmaking).&#8221;</p>
<p>However, online casino Piggs Peak is not bowing to pressure. The company says that issue is being taken on appeal in the Pretoria High Court. When Fin24 approached a service consultant on the site to open an account, they indicated that they were still open for business and taking new accounts.</p>
<p>In a message to clients on Tuesday Lew Saul Koor, operations director at Piggs Peak, said: &#8220;On consultation with our senior legal council, they agree that we should appeal this finding which we believe is totally incorrect. Until the appeal has been heard and the outcome determined, our business will continue as usual as agreed with the gambling boards.&#8221;</p>
<p>Active policing, says the board</p>
<p>Fin24 approached a support consultant at African Palace casino &#8211; which is owned by First Grand Gaming and based in Curacao &#8211; to find out if it was still opening accounts. The consultant requested Fin24 to send an email to its support centre. The query remained unanswered.</p>
<p>It is not just the operators who could find themselves in hot water.</p>
<p>The National Gambling Board warned publishers who promote online gambling products that &#8220;much of the advertisements of internet gambling in South Africa are subject to prosecution, and the National Gambling Board will be prosecuting any advertising media and other transgressors who continue to act contrary to the laws of the Republic.</p>
<p>&#8220;All advertising media that continue to facilitate the offering of internet gambling activities in South Africa are deemed to be aiding and abetting unlawful, illegal gambling activities and shall be prosecuted and fined for up to R10m or 10 years&#8217; imprisonment.&#8221;</p>
<p>Banks also appear not to be taking any chances on other forms of online gaming, including lottery tickets and sports betting. Fin24 users have reported that banks, including Standard and Investec, have warned them in correspondence not to use credit or debit cards to buy these tickets.</p>
<p>According to the Gauteng Gambling Board the industry is actively policed, with high levels of convictions of illegal operators.</p>
<p>In Gauteng there have been 462 convictions for illegal gambling activity since 2001, including 33 this year. There are 438 cases pending. There have also been 34 raids on illegal operations in South Africa in 2010.</p>

<p>Deuce to Seven Triple Draw is a 5 card draw low game. Each player is dealt 5 cards and the goal is to make the lowest possible 5 card hand. There are four rounds of betting and three draws in this game. After each round of betting players choose cards to discard, anywhere from 0 to 5, and the dealer deals them replacement cards. After the third and final draw there is one last round of betting. A dealer button determines the order of betting and discarding.</p>
<h2>Hand rankings</h2>
<p>In Deuce to Seven Triple Draw players try to make the lowest possible 5 card hand. Aces play for high only and deuces play for low. Because you are trying to make the lowest possible hand, straights and flushes count against you. This means that 23456, for example, is a very bad hand. It is not considered a 6-low. It is a straight and is therefore worse than holding AKQJ9.</p>
<p>The best possible hand you can make is 23457 with no flush. This hand is called a wheel. The next best hand is 23467, again with no flush. This hand is often referred to as Number 2. Likewise, 23567 is referred to as Number 3 and so on.</p>
<p>Because Aces play for high 2345A is not a straight. It is the best possible Ace-low you can make-also called the Nut Ace. 23458 is the Nut 8. 23459 is the Nut 9 and so on. AKQJ9 is the worst possible unpaired hand you can make, since your goal is to make a low hand. 22345 would be the next best hand after that. Trips are worse than pairs. Straights are worse than pairs and trips. Flushes are worse than straights. And full houses are worse than flushes. The worst hand you can hold in this game is a Royal Flush. So, the hand rankings are the inverse of the hand rankings in a regular high game.</p>
<h2>How Deuce to Seven triple Draw is dealt</h2>
<p>Deuce to Seven Triple Draw is dealt as a 6 player maximum game. The game uses a dealer button just as in hold&#8217;em. The player directly to the left of the dealer button posts a live small blind and the player two to the left of the dealer button posts a live big blind. Each player is dealt 5 cards and there is a round of betting. The first betting round starts with the player to the left of the big blind, just as in hold&#8217;em. Each player in turn has the option to call, raise or fold.</p>
<p>After the first round of betting is complete, each player who has not folded has a chance to draw. Players are prompted in order to discard any cards they wish to replace in their hand. The first player to act is always the player closest to the left of the button. Players can discard from zero to 5 cards. If a player chooses to discard zero cards he is opting to stand pat. After a player acts on his hand and decides how many cards to discard the next player is prompted in turn to discard and so on until all remaining players in the pot have acted on the draw.</p>
<p>After each player has decided on their discards, the dealer begins replacing their cards in turn. For example, if the first player discards 3 cards, the second player discards 2 cards, and the third player discards 1 card the dealer would deal the first player 3 cards, then take that player&#8217;s discards into the muck. The dealer would then deal the next player 2 cards then take that player&#8217;s discards into the muck. The dealer would then deal the last player 1 card, then take that player&#8217;s discards into the muck.</p>
<p>After the draw is complete, there is another round of betting. The players then have an opportunity to draw again. After the second draw is complete, there is another round of betting. The players then have one more opportunity to discard. After this third and final draw, there is one more betting round.</p>
<h2>What happens when there are not enough cards to complete the draw?</h2>
<p>Sometimes, there are not enough cards to complete a drawing round. When this happens, the muck has to be reshuffled and the draw is completed after the reshuffle. The cards that are included in the reshuffle are the mucked cards from all previous drawing rounds and the mucked cards of any player who has gotten all of his replacement cards on the current drawing round.</p>
<p>Going back to our previous example, let&#8217;s say that Player 1 discards 3 cards, Player 2 discards 2 cards and Player 3 discards 1 card. The dealer then deals Player 1 three cards and Player 2 one card. At this point there are no more cards left in the deck. The mucked cards from any previous betting rounds are now shuffled with the discards from Player 1 only. Player 2&#8242;s discards are not included in the reshuffle since all of his discards were not replaced. This means that it is impossible for a player to ever get his own discards back on a given round of betting.</p>
<h2>Betting Structure</h2>
<p>Deuce to Seven uses the same betting structure as hold&#8217;em. During the first two round of betting the limit is the small bet. So, if the game was a $10/$20 game during the first two round of betting a player could call or raise in $10 increments. The second two rounds of betting the limit is the big bet. In our example, a player can call or raise in $20 increments.</p>
